В статье приводятся результаты теоретического анализа и эмпирического исследования системы психологических отношений руководителей государственных микрофинансовых организаций (далее ГосМФО). В качестве методологической основы исследования выступили теория психологических отношений и индивидуальная управленческая концепция. Система психологических отношений руководителей ГосМФО включает отношение к своей деятельности, отношение к партнерам и отношение к регуляторам. В контексте индивидуальной управленческой деятельности учитывается еще и отношение к времени и планированию. Выборка составила 44 руководителя государственных МФО, отвечающие за стратегические и операционные вопросы, работающих на всей территории Российской Федерации и имеющие значимость для экономики региона в части охвата услугами субъектов МСП и самозанятых региона нахождения организации. Использовались метод анкетирования и метод семантического дифференциала. Обработка осуществлялась в пакете программ SPSS-22.0, применялись непараметрические методы обработки данных. Согласно результатам исследования, можно констатировать, что руководители воспринимают бизнес-среду (клиентов/партнеров и регулирующие инстанции) государственных МФО как дружественную, свою сферу деятельности — как социально-значимую и престижную, а потребителей услуг — как трудолюбивых, деятельных и ответственных. Регуляторы оцениваются как профессиональные и заинтересованные в развитии бизнеса партнеры. В статье сделан вывод о том, что в индивидуальной управленческой концепции руководителей, принявших участие в исследовании, преобладает позитивная и созидательная система представлений о внешней бизнес-среде и роли их организаций в ней. При этом горизонт планирования руководителей соответствует описанному на российской выборке, а в долгосрочной ориентации личности преобладает ориентация на учет будущих последствий.
The article presents the results of a theoretical analysis and empirical study of the system of psychological relations of leaders of state-owned microfinance organizations (hereinafter referred to as State MFO). The methodological basis of the study was the theory of psychological relations and the individual management concept. The system of psychological relations of the leaders of the State MFO includes the attitude towards their activities, the attitude towards partners and the attitude towards regulators. In the context of individual management activities, the attitude to time and planning is also taken into account. The sample consisted of 44 leaders of state MFOs, responsible for strategic and operational issues, operating throughout the Russian Federation and having significance for the regional economy in terms of coverage of services to SMEs and the self-employed in the region where the organization is located. Methods of questioning and semantic differential were used. Processing was carried out in the SPSS-22.0 software package, nonparametric data processing methods were applied. According to the results of the study, it can be stated that leaders perceive the business environment (clients/partners and regulatory authorities) of state MFOs as friendly, their field of activity as socially significant and prestigious, and consumers of services as hardworking, active, and responsible. Regulators are assessed as professional partners interested in business development. The article concludes that the individual management concept of the leaders of state MFOs who took part in the study is dominated by a positive and creative system of ideas about the external business environment and the role of their organizations in it. At the same time, the planning horizon of managers corresponds to that described in the Russian sample, and an orientation towards taking into account distant-future consequences prevails in the long-term orientation of them.
